Decree on consumer incentives to return WEEE
Portugal has adopted a Decree establishing a consumer incentive scheme (SIED) for selected WEEE. The SIED will entitle end-users of selected EEE (air conditioners, freezers, refrigerators, and TVs) with a financial discount or reimbursement from 1 December 2026 when purchasing new EEE and returning eligible WEEE.
According to the decree, retailers and distributors will be obliged to grant the incentive to the final user and submit takeback operations or reimbursement requests to a PRO. WEEE PROs will be required to implement an electronic platform to process refund requests and record takeback operations and fully finance the SIED from 1 December 2027.
During the first 24 months of operation, incentive payments will be financed by the Environmental Fund. After that period, the SIED will be financed through producer financial contributions to the WEEE PROs.
PROs may count WEEE collected via the SIED towards their collection/recycling targets.
