Chemical regulations revised

In June 2026, China’s government released a draft revision of its Measures for the Environmental Management Registration of New Chemical Substances for public consultation.

The updated framework is expected to take effect on 15 August 2026, replacing MEE Order No. 12 (issued in 2020) and aligning with the implementation of China’s Ecological and Environmental Code.

The draft introduces several significant changes to the current regulatory system:

  1. Updated scope and definitions
  2. Revised registration categories and thresholds
  3. Strengthened post-registration obligations
  4. Changes to notifier eligibility
  5. Confidential Business Information (CBI) and additional requirements
