Two important updates on textiles and packaging
Deadline approaches for USA’s first textile recycling program
The first major deadline for California’s pioneering textile recycling program is approaching. By 1 July 2026, obligated companies that manufacture or sell clothing and textiles into California must enroll with Landbell USA or risk fines of up to $50,000 per day.
This requirement marks the initial phase of Senate Bill 707, the Responsible Textile Recovery Act of 2024, which was signed into law in the fall of 2024.
The legislation establishes the first Extended Producer Responsibility (EPR) program for textiles in the USA, a policy designed to shift the cost and responsibility of managing textile waste from taxpayers to the companies that produce and sell these products.
Under SB 707, producers will fund a statewide system to support the collection, repair, reuse, and recycling of SB 707 covered materials.
Landbell USA has been designated to implement and manage this program, which must be fully operational by 2030.
Producers are strongly encouraged to begin the enrollment process as soon as possible to ensure compliance before the 1 July deadline. Registration details and additional information are available here: www.landbellusa.com.
California Packaging Law: SB 54 regulations finalised
The landscape of packaging compliance in the United States has shifted significantly. As of 1 May, 2026, the permanent regulations for California’s SB 54 (the Plastic Pollution Prevention and Packaging Producer Responsibility Act) are officially in effect.
For producers of single-use packaging and plastic food service ware, the transition from legislative theory to regulatory reality is complete. On 1 May, the state launched the Packaging Extended Producer Responsibility System (PEPRS).
1 June 2026 was the final day for producers to complete one of three mandatory actions:
- PRO registration: Join the Circular Action Alliance (CAA) and begin the data submission process
- Independent compliance: Register directly with CalRecycle to pursue an individual compliance plan
- Exemption Filing: Formally apply for a Small Producer Exemption if your business meets the specific volume and revenue thresholds
