Textile EPR registration deadline expires: Landbell USA issues urgent compliance advisory

Landbell USA, the state-designated Producer Responsibility Organisation (PRO) for California’s Responsible Textile Recovery Act of 2024 (SB 707), has issued a critical advisory to all apparel and textile producers.
Following the July 1, 2026, statutory registration deadline, brands that have not yet joined Landbell USA are now in a state of formal non-compliance under California law.
The Regulatory Reality: Financial and Market Risk
SB 707 establishes the first comprehensive textile EPR framework in the United States, shifting the financial and operational responsibility for end-of-life textile management from municipalities to producers.
Visibility and Market Access
Beyond the immediate risk of daily civil penalties, non-compliant producers face significant market disruption.

Addressing the Compliance Queue
Landbell USA is currently processing late-enrollment applications to provide producers with a path to remediation.
Producers who finalise their registration immediately will be prioritised for inclusion in the next state-mandated update of the CalRecycle Compliance Registry.
Producers are advised to take the following steps immediately:
- Register: Complete enrollment via the official Landbell USA website. Registration will generate a unique Producer ID.
- Mitigate: End the period of active violation to halt the accrual of daily statutory penalties.
