Country introduces EPR

In April 2023, Kyrgyzstan took a major step towards sustainable waste management with the introduction of extended producer responsibility (EPR) in the revised Law on Production and Consumption Waste.

This law makes producers and importers of specific products and packaging accountable for meeting recycling targets.

To fulfil these requirements, companies can opt to comply individually, partner with waste management operators, form associations or pay a recycling fee. Compliance is verified when companies report their adherence or pay the applicable fee.

In 2024, the government actively developed supporting legislation, resulting in a detailed list of 24 product and packaging categories subject to EPR, which was issued in June. Recycling targets for these categories will take effect this year.

Additionally, in September, two key decrees were published: one outlines reporting requirements for products and packaging introduced into the Kyrgyz market, while the other specifies the format and process for reporting on compliance with recycling goals.

Furthermore, the legislation detailing environmental fee payment procedures and fee rates was published in December last year.
