Ambitious law with new regulations on single-use plastics (SUP)
Resolution (803/2024) from the Ministry of Environment outlines the implementation of the SUP Law (2232/2022), aiming to ensure that by 2030, most single-use plastics and containers placed on the Colombian market will be biodegradable, reusable or made with locally sourced post-consumer recycled materials.
The August 2018 Packaging Resolution was amended to include requirements for the collection, reuse and post-consumer recycled contents of SUP packaging, containers and other items, including protective plastics for construction products.
The regulations set particularly ambitious targets for PET beverage containers, surpassing even the EU’s standards for post-consumer and industrial recycled content.
The resolution mandates sustainable alternatives, such as biodegradable materials or 100% post-consumer recycled content, for single-use plastics subject to production and distribution bans.
For these prohibited items—starting with six categories in July 2024 and expanding to an additional eight by July 2030—producers must obtain a conformity certificate and meet recycling targets.
Although the implementing regulations to the SUP Law arrived behind schedule, they were still published a week before the first phase of the ban (July 24) and ahead of the COP16 which was hosted in Colombia at the end of October.
