As reported in February this year (see article here), the current EPR legislation in Belarus is going to be replaced by completely new legislation in July this year. The concept of EPR was introduced in Belarus by Presidential Decree No. 313 On Some Issues about Treatment of Household Waste, in 2012. Earlier this year, Presidential Decree No. 16 On Improving Management of Waste Products and Packaging already substituted some of the provisions of the initial Decree and set the deadline for the Council of Ministers to present the implementing legislation by 1st July 2020.

In June, the Ministry of Housing and Communal Services proposed a draft Resolution On the Implementation of the Decree of the President of the Republic of Belarus dated January 17, 2020, No. 16, which regulates the allocation of funds for the implementation of waste management measures by the Operator.
