Draft regulation advances chemicals law implementation

10 November 2025

Brazil’s Ministry of Environment and Climate Change (MMA) has taken a significant step forward in implementing its national chemicals management law (Law 15.022), by releasing a draft regulation for stakeholder feedback.

In a notable move, the draft was published in both Portuguese and English, broadening accessibility for international stakeholders.

The draft regulation outlines the creation of a national chemicals inventory and a framework for assessing and managing the risks of substances manufactured, used or imported in Brazil.

The draft was also submitted to the World Trade Organization’s Technical Barriers to Trade Committee, allowing member countries to provide input through official channels.

This development marks a key milestone in Brazil’s journey towards a more structured and transparent chemicals management system, aligning with global regulatory trends.

What does this mean for companies manufacturing or importing chemicals in Brazil?

Businesses that manufacture or supply chemical substances to customers in Brazil should begin reviewing their portfolios for substances likely to be subject to inventory reporting or risk assessment.

They should also ensure early engagement and internal alignment with potential data requirements to ease compliance once the regulation is finalised.
