A recent European Chemicals Agency (ECHA) Forum project found gaps in compliance:
- 19% of mixtures weren’t notified
- 15% lacked the required unique formula identifier (UFI) on labels, and
- 17% of notifications didn’t match their Safety Data Sheets (SDS)
These issues can hinder emergency response during poisoning incidents.
Under Classification, Labelling and Packaging (CLP) rules, companies must provide full composition info to poison centres to protect public health.

China, Malaysia, and Vietnam: Key chemical reporting updates for 2026
China: 2025 annual activity reports due
China’s Solid Waste and Chemicals Management Center (SCC) requires companies handling priority new chemicals to submit 2025 activity reports by 30 April 2026.
Reports must cover production/import volumes, environmental releases, downstream use, and risk control measures.

Malaysia: Hazardous substance reporting by 31 March
The Department of Occupational Safety & Health (DOSH) mandates all manufacturers/importers handling more than one tonne per year of hazardous chemicals to report via the online Centralised Information Management System by 31 March 2026.
Reports must include product/chemical names, CAS numbers, mixture composition, hazard classification, and annual quantities.
Compliance ensures safer workplaces, proper labeling, and aligned SDSs.

Vietnam: New chemicals law & implementation
Effective 1 January 2026, Vietnam’s Law on Chemicals is supported by three decrees and two circulars, detailing chemical listings, safety, and hazardous substance management.
Authorities are enforcing updated import/export and licensing rules, with paper-based submissions until the online portal launches.
